The 11th Congress
Toronto, Canada December 15-17, 2017
Report by the 11th Congress Steering Committee

 

The Vietnamese Abroad PEN Centre convened the 11th Congress in Toronto, Ontario, Canada from December 15 to 17, 2017.  Dr. Chau Van Le, President of Canada Chapter, was Chair of the Organizing Committee.  Mr. Son Duc Dam, Vice-President of Canada Chapter, was the Election Commissioner and Mr. Tao An, member of Southeast USA Chapter, was the Deputy Election Commissioner.

The 11th Congress was a great success and was congratulated by Senator Hai Ngo from Ottawa and Premier Kathleen Wynne on behalf of the Government of Ontario.

Delegates and members attended the official assembly at the Royal Canadian Military Institute on December 16, 2017 in Toronto.  Following the Opening Session, the Congress proceeded to conduct its affairs pursuant to the By-Laws and Regulations.

This year’s election of the Executive Board was uncontested with only one slate of candidates led by Lloyd Duong.  The Ballot Tabulation Committee was established by the Congress pursuant to the By-Laws and Regulations and included the Election Commissioner, the Deputy Election Commissioner and Mr. Đăng Nguyên, President of Northeast USA Chapter, Ms. Lãm Thúy, Delegate from Northeast USA Chapter.

All the ballots were counted and the result was announced by the Ballot Tabulation Committee as follows:

Voted: 113 ballots
Certified:  110 ballots
Spoiled: 3 ballots

Candidates of the Bình Minh slate led by Lloyd Duong were declared winners.

Following certification of the ballots, the Congress proceeded to discuss and passed a number of important Resolutions including the Resolutions amending the By-Laws and Regulations to promote solidarity among members and freedom of expression by entrenching into the By-Laws a provision about the national flag of Republic of Vietnam as a symbol of liberty.

The Northeast USA Chapter headed by President Đăng Nguyên was appointed by the 11th Congress to host the Vietnamese Abroad PEN Centre’s 12th Congress in 2020 in Washington, D.C.

Official Reception: All rise for the national anthem of Canada and Republic of Vietnam

The Official Reception was held in the evening and attracted attendance from delegates, members and supporters.  The venue at Việt House reached full capacity quickly.

Members of the 2018-2020 Executive Board were introduced.  Plaques of Appreciation were awarded to numerous members and supporters for their invaluable contribution to the organizing efforts as well as consistent support for the Vietnamese Abroad PEN Centre over the years.

Various well-regarded poets such as Nguyễn Thế Giác, Lãm Thúy presented their poems affectionately.  MC Tạo Ân was exceptional in conducting an evening of music and dance with contributions from talented performers such as Thanh Kim, Thanh Sơn, Tùng Nguyên, Phan Ni Tấn.

The Vietnamese Abroad PEN Centre’s 11th Congress was overwhelmingly successful and extremely productive with inspiring results.  The 11th Congress received praises from various government and agency as well as delegates.  Many attendees composed poetry to congratulate members of the organizing committee and pay tribute to the strengthening of the members’ bond of friendship.  They all look forwards to attending next year’s celebration of the 40th anniversary of the establishment of the Vietnamese Abroad PEN Centre in Washington, D.C.

The Vietnamese Abroad PEN Centre is an organization of writers, poets and literary composers, etc., from across the globe and has been an official member Centre of PEN International since 1979.  The Vietnamese Abroad PEN Centre has many members in Canada and the United States of America.  In August 2016 the Vietnamese Abroad PEN Centre held a successful summer camp for members in Houston. Mayor S. Turner issued a Proclamation declaring August 19-20/8/2016 as the Vietnamese Abroad PEN Centre Days in Houston, Texas.  In December 2017 the Vietnamese Abroad PEN Centre’s 11th Congress received many congratulatory notations, among which is the official communiqué from the government of Ontario authored by Premier K. Wynne.  In 2018 members look forwards to celebrate the 40th anniversary of the establishment of the Vietnamese Abroad PEN Centre in Washington, D.C.
